Amir Chapel brings nearly two decades of criminal justice reform experience to his role as Deputy Director at Land Together. He has spent his career working at the intersection of data, policy, and human impact, partnering with agency leaders and frontline practitioners to build a more equitable and effective justice system.
Amir's work has shaped the way local and state agencies collect, report, and use data to drive policy change, increase efficiency, and reduce harm. From analyzing millions of data points across local justice systems to leading national data-sharing initiatives serving more than 140 million residents, his career reflects a consistent commitment to turning evidence into action. He has worked across public defense, law enforcement compliance, legislative finance, and program evaluation, building deep expertise in criminal justice systems at every level.
Born and raised in South Central Los Angeles to an immigrant mother, Amir is a system-impacted individual whose early life instilled in him a lasting belief in resilience and the possibility of change. His leadership is relational and healing-centered, grounded in the conviction that strong organizations are built through care for people as much as through strategy and systems. He is driven by the belief that systemic reform can open genuine pathways to reintegration, and that the people within institutions, not the bureaucracies themselves, are what make that change real.
